How Metro Dumaguete College collects, uses, and protects your information through the OPAC

1. Introduction

Metro Dumaguete College ("the College") is committed to protecting the privacy of all users of the MDC Library Online Public Access Catalog (OPAC). This policy explains what personal information the OPAC collects, how it is used, and the rights of users under the Data Privacy Act of 2012 (Republic Act No. 10173).

2. Information we collect

The OPAC may collect the following information from users:

  • Name, student or employee ID, and email address when registering for a library account
  • Borrowing records, catalog search queries, and hold requests
  • Messages submitted through the library contact form
  • Basic technical data such as browser type and pages visited, used solely for system monitoring

3. How we use your information

Information collected through the OPAC is used exclusively for:

  • Managing library accounts and borrowing transactions
  • Sending hold notifications and library announcements
  • Responding to inquiries submitted through the contact form
  • Improving the OPAC system and overall library services
  • Complying with institutional policies and applicable laws

The College does not sell, rent, or share user information with third parties for any commercial purpose.

4. Data retention

Personal data is retained only as long as necessary for the stated purposes or as required by law. Borrowing and transaction records may be kept for accreditation and audit purposes as determined by College administration.

5. Data security

The College implements reasonable technical and organizational measures to protect personal information from unauthorized access, disclosure, or loss. Access to library records is restricted to authorized library personnel only.

6. Your rights

Under the Data Privacy Act of 2012, users have the right to:

  • Be informed about how their data is collected and used
  • Access personal data held by the library
  • Request correction of inaccurate or outdated information
  • Request erasure of personal data where legally permissible
  • Lodge a complaint with the National Privacy Commission

7. Cookies

The OPAC may use session cookies to maintain login state and user preferences. These cookies expire when the browser is closed. No tracking or advertising cookies are used.

8. Changes to this policy

This Privacy Policy may be updated from time to time. Changes will be communicated through the OPAC announcement banner. Continued use of the system after changes are posted constitutes acceptance of the revised policy.
